Millsboro Woman Arrested for Lewes Robbery

Police on Thursday responded to the Marshall’s Department Store located in the Pelican Square Shopping Center in Lewes to investigate a shoplifting complaint.

When Delaware State Troopers arrived they could see loss prevention employees for Marshall’s actively restraining Celena L. Bastian, 30, of Millsboro. Police placed Bastian into custody and obtained information about the incident.

Police learned that Bastian was seen by two loss prevention employees for the Marshall’s Department Store concealing items inside her jacket. The employees, ages 25 and 49, hereafter referred to as the victims confronted Bastian as she began to exit the store with items.

When the victims identified themselves as Loss Prevention Employees, Bastian began to yell at a high volume for the victims to stay away. Bastian is then alleged to have verbally threatened to stab the employees with a “dirty needle”. Bastian next reached into her purse pulling out a cellular phone however as she did this a metal pipe used to ingest illegal substances fell to the ground.

As the 49 year old victim attempted to retrieve the stolen items, Bastian kicked her in the chin. A struggle then ensued as the 25 year old victim attempted to restrain Bastian. The 25 year old victim and other bystanders actively restrained Bastian until authorities could arrive. The 49 year old victim did not require medical attention.

Bastian was arrested for attempting to steal approximately $225 of miscellaneous clothing items. Bastian was charged with attempted robbery and additional charges related to the incident. Bastian was later incarcerated on $1,700 secured bond to the Women’s Correctional Institute.
