Markell Questions BCBSDE Partnership with PA Firm

The proposed partnership announced today between Highmark and BlueCross BlueShield of Delaware (BCBSDE) that would put the Pennsylvania company in charge of the health insurance of hundreds of thousands of Delawareans may have real benefits but also raises critical questions that require thorough analysis and answers, Governor Jack Markell said.

“This proposal could have significant upside but it may come with significant considerable risks as well. As details emerge about the proposal, they need to be examined carefully and openly as part of a thorough, thoughtful and transparent process,” Markell said. “BlueCross is an important employer in Delaware and, just as importantly, the place where hundreds of thousands of Delawareans and their employers turn for their health insurance.”

Areas where Markell recommended specific analysis around the proposed deal include the:

· Potential for job loss in Delaware

· Continued integrity of the reserves that accrued over time here in Delaware for benefit of Delawareans

· Financial sustainability of BCBSDE if some of the for-profit entities under the Highmark Health Insurance Company umbrella meet with less success

· Efficacy of having our biggest health insurance company operate under the leadership of a Pennsylvania-based insurer

· Preservation of BCBS’s substantial commitment to our community and the health and welfare of Delawareans

“I look forward to working with the Insurance Commissioner, the Attorney General and others to ensure that these and other potential issues are reviewed carefully as the costs and benefits of the proposal are considered,” Markell said.
